The French security services had a photograph -- but no name or other identifying information -- and a warning from a foreign intelligence service that the person in the photograph was ready to carry out a terrorist attack. He turned out to be the second person in the church attack in Rouen; the warning came 4 days beforehand (Abdelmalik Petitjean). He managed to stay out of sight for those 4 days, despite what appears to be a move across the country, showing the limits of public surveillance technology. A face and a solid prediction may not be enough.
