Valid if you also include the airspace of those neighbours

A sentence from Barack Obama's March news conference in The Hague, a sentence that did not get found out quite as fast as ISIS undermined his West Point speech, but still --

Russia is a regional power that is threatening some of its immediate neighbors not out of strength, but out of weakness.

What does that mean when that "weakness" includes handing anti-aircraft systems to puppet-separatist goons?
