World leaders periodically fulminate about the ability of Sudanese President Omar al-Bashir, under indictment by the International Criminal Court, to travel to other countries, including countries that are theoretically bound to arrest him if he shows up. But they never actually do anything about it. So it's particularly revealing when it's been obvious for days that he intends to show up at the inauguration (again) of Ugandan President Yoweri Museveni later today --
