Risk shifting

Noted healthcare expert Betsy McCaughey in the Wall Street Journal in the course of claiming that the problem of pre-existing conditions in the US health insurance market is exaggerated --

The healthy can see that paying the same price for insurance as the sick is a bad deal.

Consider that logic applied to car insurance: the driver who hasn't just crashed can see that paying the same price for insurance as the driver who just crashed is a bad deal. Paul Ryan uses identical logic.
