One of the messes that George Bush bequeathed to Barack Obama was overseeing an election-based transition of power in Iraq. It was never going to be easy, but the election is producing a "moment of clarification" as George Bush liked to say (usually as the latest foreign policy disaster was unfolding). Here we see the presumptive victor in the election Iyad Allawi meeting the Ruler of Dubai, Sheikh Mohammed bin Rashid al-Maktoum. With Iran apparently busy with schemes to keep him out of power, it was inevitable that he would look for support in the non-Persian Gulf -- illustrating yet again that the idea of the magic word "democracy" that would make all regional interests in Iraq melt away was, and is a fantasy.
